Visiting Scholar

Paul Turner is presently a UK Government Seconded National Expert to the European Commission, Directorate General for External Relations-Afghanistan Unit. His main responsibilities include the drawing up the EC Country Strategy Paper (CSP) 2007-13 for Afghanistan, identifying priority areas and actions for future EC assistance in Afghanistan, and reporting on wider political / security developments in the context of the EU’s Common Foreign and Security Policy.

Previously, Mr. Turner has worked for the European Agency for Reconstruction in Macedonia, UK Development Office in Kosovo, and the UK Government Department for International Development, with responsibilities in East Asia. His numerous short-term assignments include UNDP Weapons Program in Macedonia, Council of Europe, Romanian Orphanages Appeal and the Bosnia Aid Committee.
